personal info
Mr. Kim Younghun is the Director of the Korea IT Cooperation Center (KICC) in Ho Chi Minh City, operated by the National IT Industry Promotion Agency (NIPA) under the Ministry of Science and ICT, Republic of Korea. With over 17 years of experience in ICT policy and international cooperation for Korean ICT and software companies, he has built a distinguished career at the intersection of digital innovation and global partnership.
Since taking the helm of KICC HCMC in March 2025, he has strengthened the center’s role as Korea’s flagship ICT cooperation platform in Vietnam — supporting Korean tech companies entering the Vietnamese market through market research, regulatory advisory, business matching, and proof-of-concept (PoC) support. Under his leadership, the center has expanded its partnership network with Vietnamese government agencies, industry associations, and innovation hubs, while launching new cooperation initiatives in emerging fields such as manufacturing DX (digital transformation), digital health, and fintech.
Prior to his current post, he led NIPA’s AI Expansion Team (2022–2025), spearheading government-AI collaboration projects that delivered practical AI solutions across Korea’s public sector while helping Korean AI companies advance their technology and business capabilities.
Kim is recognized for his practical and mission-driven approach to fostering sustainable digital transformation and technology-based innovation between Korea and Southeast Asia, with a focus on artificial intelligence, smart manufacturing, digital healthcare, and startup ecosystems.
In recognition of his contributions, he received the Prime Minister’s Commendation of Korea in 2023 for advancing the AI industry, and the Minister of Science and ICT Award in 2014 for achievements in global ICT promotion.
